Winston Churchill talking about "Mulberry Harbour concept" involving fabrication of landing piers on enemy coasts to land troops and equipment for D-Day, for example.

The subject matter is correct but it wasn't Winston Churchill.

I read it was the Royal Navy admiral attached to Allied Command who said this. That would be Admiral Bertram Ramsey I presume. It was thought to be a quip, not intended to be taken seriously, but it gave Churchill an idea.
