Commonwealth with a capital C normally refers to the Commonwealth of Nations which is the correct name for what is often referred to as the British Commonwealth. At one time, this was the UK and Dominions and former colonies. Now, we have Mozambique which was never British and Cameroon (Cameroun) which was mostly French (and before that German).

I believe this could only be Canada. This map shows no other Commonwealth nation with both Atlantic and Pacific coastlines.
