    What was the significance of giving 39 lashes?

    The significance of only having 39 is that it was believed that 40 lashes would kill a man.

    It was forbidden to give a man more than 40 lashes, probably for the reason above, so they gave 39 just in case someone miscounted.

    For a punishment of lashes, the maximum number given in Deuteronomy is 40. There is a strict prohibition against adding an innecessary lash - after the sentence is carried out in full the defendant has paid his debt to society and is restored to the status of an innocent man. So in order to make sure that the number would never exceed 40, each lash is counted out until the number 39 is reached, after which the sentence is considered complete and stopped quickly, lest people have to watch their innocent brother be lashed unnecessarily.
