How come Premier League soccer player Owen Hargreaves has played for both Canada and England?

Owen Hargreaves could have theoretically played for FOUR international squads: England (where he plays), Canada where he was born, Wales where his mother was born which automatically makes him a citizen, and Germany where he has lived for the past five years granting him a citizenship.
He never played in uniform for Team Canada, as he chose to play for England. He moved when he was 16 and I guess he chose to play for a team that has a chance to actually win the World Cup.
