Making it into clothing is not one of the authorised ways of doing so, even if you are a Spice Girl (and especially if you have red hair because it will be bound to clash).
It may be burned privately or cut into strips that no longer resemble the emblem, provided this is done in a respectful way. Leicester city council have a guide to flag protocol on their website:
