Are there any pens used for writing that aren't filled with ink or lead?

There are still a number of traditional "dip pens" with steel nibs around, though you may have to go to an antiques shop to get one. :) These pens are dipped into inkwells ...

I suspect you mean lead as in graphite, in which case, wouldn't it be a pencil rather than a pen?
Any liquid used in a pen for writing by definition is being used as an ink so again the answer is no.

After that rather sarcastic sounding answer I suppose I should mention that a wide variety of natural substances from walnuts to crushed ants have been used as inks down the years. Many spells and rituals call for a pen filled with blood but as far as I know none has been made commercially. Here is a little more about ink:
