In basketball if someone goes up for a shot and another person blocks the shot, and someone on their team gets the ball, does that count as a rebound or steal?

A steal only occurs when you steal it from someone else who has control over the ball. Since the shot was blocked, neither team has control and is therefore allowed to get the ball. It is not a rebound because it was not shot. If the team that blocked it gets the ball, then it is a turnover.
