Some of it as recently as the last low tide.

It would appear that my first reply is the most accurate as web sites differ. The North Sea has come and gone on numerous occasions with the changes in sea level and with movement of the Earth's crust. Some sites give time scales relating to the southern end which differ to those of the North. Numerous sites refer to 'most of the North Sea' and then give varying amounts of years.

I suspect that the uncovering and subsequent reflooding of the area now covered by the North Sea are something that happens at the start and end of every ice age. These recur at about 10,000 year cycles so your second answer would seem to be closer to the truth.
Try looking up the lost region of Doggerland for more about the investigations into human settlement in this area.
