Interesting, and tricky question. I have personal experience with work on the Golden Gate Bridge, where coverage is never complete. Work is started on one end, and before the bridge is completed, the same end needs it again.

The same is famously said of the Forth Bridge in Scotland but is more paint needed to cover these bridges than say the Eiffel Tower?

Can't say about the bridge in Scotland, but the GG Bridge is 90' wide by over 1 1/2 miles long, and the suspension span is just shy of 1 1/4 miles. The twin towers are about 750' high. The Eiffel Tower is about 1100' high, tapering from a base of approx. 100x100 meters, which tells me it uses considerably less paint.

I've just seen a site from the University of Newcastle Engineering Dept that says Sydney Harbour Bridge only requires 80,000 litres of paint (and that Paul Hogan was once one of its painters).
I've not found much on litres of paint for other structures though.

Other sites claim the following:
The Forth Bridge requires 7000 gallons of red paint a year.
The Golden Gate Bridge has 25 painters using 1,000 gallons of "international orange" paint per week!
Robboy's answer is looking good.
