According to W3.org, why are scrollbar colors not valid CSS?

It doesn't own the internet, nor does it police it. It just makes sure that the whole thing actually works. A suggestion for Augusta - could it be because scrollbar colours are locally defined - i.e. by your operating system display setup - and as such not part of a cascading style sheet?
