Where was the first seaside resort established?

I think I can safely argue that Ostia was established as a port serving Rome, not as a place where tourists regularly travel for the sole purpose of enjoying the beach and sea front.
I had read that the first was Weymouth, after George III started a fashion for sea-bathing there. However, this did not happen until 1789 so, if the Scarborough claim is true, you may be right.
I guess Weymouth will have to make do with being famous as the entry point for Black Death in 1348 instead.
