It was Saul.

David was annointed by Samuel when Saul was still the king. After Saul died, David was officially crowned by the tribe of Judah - thus making him Saul's successor - while Ishboshet was crowned King of all the other tribes. There was a very short civil war, more an election race really, between the two kings. The deciding factor in favor of David was when Ishboshet's cheif of staff - Avner ben Ner - switched sides and started backing up David, after a dispute with Ishboshet.
After Ishboshet was killed by his own officers, David assumed the throne of all of Israel properly.
This is according to the first few chapters of 2nd Samuel.
