    - A statewide moment of silence at 8:46 AM
    - A statewide tolling of bells by churches
    - 100 pairs of parents/grandparents of victims will read victims' names and place flowers at the Ground Zero site
    - The "Tribute in Light" will be used again, as NYC will proudly display the two vertical beams of light from Ground Zero
