Several sites say Carlo Orosa was the first musical artist to perform in Vietnam since the war, but he was from the Philippines.
Red Buck, in 1993, claimed to be the first western band to perform in Vietnam since the war. But they were Australian.
One American first is Kurtis Blow, the first rapper (in 1999) to perform in Vietnam since the war.

Aha! The late John Denver performed in Vietnam in 1994. As far as I can tell, that makes him the first post-war American to have performed there.
