Given the variability in scores between rounds played, how are golfing handicaps set and adjusted?

Very similar to finding an average to any score, batting average, etc. Say you play 10 rounds and the average score of those rounds is 83. Subtract the par score at the club where your scores are being recorded (72 is most common), and your handicap is 11. That's basic handicapping, and there are other factors and other handicapping details, explained below. http://golf.about.com/cs/handicapping/a/handicapsummary.htm
