A first edition copy of Action Comics from June 1938, sold for $100,000 in 1997.

Action Comics #1, the 1938 debut issue of Superman, has steadily appreciated in value for 64 years and is currently worth about $350,000, he said.

While there is a difference between most expensive and most valuable, it seems the Action Comics debut issue is both.
FYI, Joe Shuster co-creator of Superman was Canadian.
