Is it true that "-mouth" in such names as Plymouth, Dartmouth and Monmouth refer to mouths of rivers?

Monmouth is a contraction of "Monnow mouth" refering to a river in England. It is possible.

They certainly are, Plymouth is the river Plym, and Dartmouth (guess what...) the river Dart, where I stayed next to some miles upriver for almost 30 holidays.
In Wales the Welsh version is 'Aber', eg Aberystwyth, Aberavon etc., though Aberavon which is a suburb of Port Talbot is quite unusual, as it literally translates to 'river mouth', as avon means river in old English, and it's actually the mouth of the river Afon, the same meaning in Welsh. There is also an Avonmouth in England, at the mouth of the River Avon just outside Bristol. There are a number of Avon rivers in England, despite the fact they actually mean 'River River'.
