    A town, formerly at least frequented by invalids in the days when there were invalids who frequented places, declared its independence from its previous rulers in 1848 and is now part of a member of the EU. Can you name it and its neighbour that joined it in the declaration of independence?

    I'm sure about the invalids, but...

    The two towns are Menton and Roquebrune (on the French Riviera).

    Menton was - from 1346 - the property of the Grimaldi family but seceded in early 1848 to form the "Free Cities of Menton and Roquebrune". The town was - after September 1848 - administered by the House of Savoy and eventually passed into French control in 1860
