Çatalhöyük fails the 'city test' according to experts. It simply is a large conglomeration of houses without any zoning into functional areas. The later Uruk does pass this test, but now Tell Hamoukar in northern Syria is regarded as earliest (about 3700 BCE as opposed to 3500 BCE for Uruk). However, excavations at the not too far away Tell Brak are revealing what appear to be clearly zoned buildings (clusters of workshops, and a large secular building probably administrative in function) dating from the other side of 4000 BCE.
