    When was the first car number plate issued and who was it issued to?

    Though Paris had similar items in 1893, and Luxembourg issued '1' in 1895, the first one where the name was also recorded was in Germany to a Mr H F Beissbarth for his Wartburg on April 14th 1899, and the plate is still in use by his family, another '1' of course ('registration plates of the world' book).
