Secretary of the Navy. Charles J. Bonaparte (1905-06).

For some reason I thought the former Secretary of the Navy's (Charles Bonaparte) first name was Napoleon. Was he any relation to the Emperor?

Right. Napoleon I, the Emperor of France had a younger brother called Jerome, who served in the French Navy where he married an American who bore him a son in Surrey, England. His name was Jerome Napoleon Bonaparte and he moved to Maryland where his son was the Charles J Bonaparte who was Secretary of the Navy before founding the FBI.
