I always understood it to be a bloke called Phil who drinks in my local, but apparently it's on the Qiantang River in China.

The world's largest tidal bore occurred on August 18, 1993, in Hangzhou Bay, China. The bore was 9.14 m (30 ft) high, 321.8 km (200 miles) long ...
This is according to the Guinness Book of Records.
