What is the origin of the term "non-aligned"?

The earliest quotation in the Oxford English Dictionary is from the November/December 1960 edition of “New Left Review.” (“The non-aligned powers have grown in strength.”). No author’s name is given.
The noun “non-alignment” is a bit older. According to OED it appears in Webster in 1934, though they can’t find a quotation until May 6, 1955, when it was used in “The Times.”
