I found a site that said November 11, 1930. It said that it was originally Nov 11 1920 but was changed on the James Bond passport in the 60's to match Connery's birth year, which is 1930.
November 11, 1920 - Birth of James Bond in Wattenscheid, to Andrew Bond and Monique Delacroix. Bond is a descendant of Brigadier Gerard on his mother's side.

I found November 16th, 1924.
The character's fictional birthday of November 16th 1924 is subject to some debate though, because John Pearson has him born on November 11th (Armistice Day) 1920 according to his book "James Bond: The Authorized Biography of OO7".

From the same page:
Bond was born on November 16 1924, to a Scottish father, Andrew Bond, and a Swiss mother, Monique Delacroix who died together in a climbing accident.
