It is Arabic for "The Foundation".

"Qa'id" is the Arabic word for a non-religious official or leader. A "qa'idah" therefore is an organization or alliance of qa'ids. "The Foundation" is a good translation, as would be "The Alliance" or "The Organization" or "The Union".
