What is in Brut cologne? Are the flowers used to scent men's colognes and aftershaves generally the same as those used to scent women's perfumes?

Brut is a blend of crisp citrus, oakmoss, and woods.

Apart from flowers, fruits, leaves, roots, resins and animal ingredients are used in perfumes for men and women. There seems to be no hard and fast distinction regarding these ingredients for men and women. Rose is said to be incorporated in 75 percent of all perfumes. While, Castoreum, a secretion from preputial follicles of both male and female castor beaver is used for incorporation in both men and women perfumes.

So the flowers used for men and women perfume seem to be the same, however, they may differ in the level of note, that is flowers used to impart top note fragrance may differ from those used to impart middle note and base level fragrances in a finished product.

My source claims that Brut smells of anise, basil, geranium, jasmine, ylang-ylang, oakmoss, vanilla and tonka beans.
It's a bit disturbing that the substances used mask the smell of our own pheromones are so similar with regard to gender.
