Why is the USA the only country which doesn't lower its flag to salute the host nation during the Olympic games opening ceremony?

I think we had a question like this posted in the Summer but I can't find it. The US has more definitive and binding law about the proper use of its flag than most countries with the result that it is less free to follow the changing fashions in these things. I found a copy of the Flag Code here:

A fashion has developed for flag carriers to "nod" at their host at friendly (especially sporting) international events, a bit like people tipping their hats. Most countries don't really have any laws about this and can simply follow the trend, and also make gestures on special occasions (like the Queen flying the Stars and Stripes on the roof of Buckingham Palace on September 12 2001).
But I think the Flag Code would have to be changed for the US to be able to follow the herd. If indeed they wanted to.
