When it was founded, which US city had a street level 15 feet lower than today and why has it changed?

I'm not sure about the 15' detail. but Seattle, Washington, was originaly built on a tidal mud flat. After a fire in 1889, rather than tear down the ruins, the city fathers (or whoever) decided to just bury the city and rebuild on top. On my return from time away from FunTrivia, I found myself on Level 42. So what better way to celebrate than to write a quick quiz on the band that I was into as a child. Not quick enough it seems - I was on Level 43 by the time I finished!
