When it was founded, which US city had a street level 15 feet lower than today and why has it changed?

I'm not sure about the 15' detail. but Seattle, Washington, was originaly built on a tidal mud flat. After a fire in 1889, rather than tear down the ruins, the city fathers (or whoever) decided to just bury the city and rebuild on top.
