    When it was founded, which US city had a street level 15 feet lower than today and why has it changed?

    		I'm not sure about the 15' detail. but Seattle, Washington, was originaly built on a tidal mud flat. After a fire in 1889, rather than tear down the ruins, the city fathers (or whoever) decided to just bury the city and rebuild on top. I'm told the tours of underground Seattle are really exceptional.
