Bill Gates famously had the "Blue Screen of Doom" at a public demonstration of Windows 98.
The fact is that vast reams of source code are needed to run the various bits of software on a typical PC. However much they are tested, it is well-nigh imposible to make sure that all the execution files will keep running in all circumstances without a mistake and there are bound to be the odd bugs that cause the screen freezes, blue screens and fatal errors we have come to know and love. Switching the system off and on again works pretty much most of the time.
