By “popular,” do we mean “widely spoken”?
There are probably slightly more native speakers of German than of French. However, French is used as a second language over much of Africa and in the Pacific, and it is more widely used in the EU than German, so there are probably more people with a working knowledge of French than there are with a knowledge of German.
Figures vary a great deal from one source to another, because of the difficulty of defining a “speaker” of a language.
