I have read that in the first two minutes after exercise the body recovers 80% of its energy. Any truth to this?

Where did you read this? Would be interested cos as a personal trainer I can't imagine the body would be anywhere near ready to exercise again. Muscles have lactic acid buildup, nevermind anything else. It would also depend on how strenuous the exercise is and what sort of exercise. If you lift weights to failure, the body takes up to 14 days to heal so there's no way you would have the energy to retrain that muscle for days. We learn more about the body's capabilities all the time so would love to read your info!

Isn't this something to do with what is termed 'the recovery rate' which I've seen personal trainers and even medical examiners checking?

In that case you are speaking only about cardiovascular exercise. It takes around 30 minutes for heart rate to go back to its pre-exercise rate. The first minute after you stop exercising is how you assess the recovery rate. This changes dpending on your fitness level, exercise intensity and duration of workout. That's why you can't give an exact figure, like 2 minutes when there are so many variables.
