    What is the northernmost place on the globe that is populated with any kind of permanent base, radio station, research station, etc., that is manned throughout the year?

    		I think the most northernly permanent settlement is Alert on Ellesmere Island, Canada. The drifting ice base "Borneo" at 89 degrees north does not count to me, as it is based on drifting ice and not on permanent land.
