Some of the French overseas territories such as Guadeloupe, French Guiana, Martinique, and Réunion are called "overseas departments" of France, while New Caledonia and French Polynesia, for example, are just "overseas territories." What is the difference?

There are three types of overseas territories for France: Overseas Departments (French Guiana, Guadeloupe, Martinique, Reunion), Territorial Collectivities (Mayotte, St. Pierre and Miquelon), and Overseas Territories (French Polynesia, New Caledonia, Southern and Antarctic Territories and Wallis and Futuna Island).
According to my Whitaker's Almanac, the Overseas Departments have more independant power, having their own Assemblies as well as Regional Councils.
