It was a hit in the 60s, for Liverpool group Gerry and the Pacemakers and was adopted by Liverpool then.

British football crowds began singing in earnest, as distinct from cheering and chanting the name of their team etc, in the early 1960s. Some say it was because the televising of the 1962 World Cup to a mass audience in Britain exposed Brits to the chanting and singing of South American fans for the first time.
Initially this started out with the crowds singing along to current chart songs that were played over the PA systems before the match and at half time. 'You'll Never Walk Alone' was one of several songs from the charts of around 1963/4 that were popular with Liverpool supporters, and it just outlasted the others.
The more modern trend is for the lyrics of catchy songs to be adapted to refer to the clubs themselves. Thus Liverpool fans now sing a version of the Irish Nationalist song "The Fields of Athenry" with adapted lyrics and known to them as "the Fields of Anfield Road".

The song is from the Rogers and Hammerstein musical "Carousel". The scene is of a father inspiring his daughter with the words "You'll never walk alone", after she has been shamed at her graduation ceremony.
The song also became a hit for Gerry Marsden of 'Gerry and the Pacemakers'. Gerry sung the crowd favourite before the last game in front of a standing Kop against Norwich and was almost brought to tears by the occasion.
Why did Liverpool fans adopt the song? It was played at Anfield a few times before matches, in the early 1960’s then one Saturday it wasn't played over the P.A. but the Kop started singing it anyway and from there it grew to become the kop favourite that is recognised the world over.

A Scouse friend told me that every week at the Kop for a period in 1963 the crowd at the Kop all attempted to sing the number one hit of the day. After four weeks of "You'll Never Walk Alone" they were loth to change. This was a shame as I can easily imagine the crowds singing along to the subsequent "I Want To Hold Your Hand" and "Glad All Over".
If it had continued can you imagine "Cinderella Rockerfeller", "Combine Harvester", "Bohemian Rhapsody" or "The Lion Sleeps Tonight" sung by the spectators at Anfield?
