The site doesn't mention him killing himself, but there is a Philip played by Mark Arbuthnot who you can (ahem) see here:
http://www.bbc.co.uk/seehear/switch/characters/philip.shtml
PHILIP is a deaf, sign language-using man in his mid-20s. A student, he attends the same college as Claire and Neil. Outwardly fairly confident and socially skilled, he is a very intense character, with the possibility of being obsessive - although most of the time he manages to keep this under control. He is attractive, but has had a string of unhappy relationships - which usually ended with him being dumped because of his demanding and controlling nature. He is also alienated from his parents.

MARK ARBUTHNOT was born in London in 1971. He attended an oral deaf school - the Sir Winston Churchill School in London - and finished his education at Epsom School of Art and Design, where he studied for a BA in Graphic Design. He has been a member of the London Deaf Drama Group for many years and has appeared in a number of videos and short films. The part of Philip in Switch is his first role in television drama.

It's Arbuthnott - they've spelt it wrong, but you still get the yay.
He's my step-brother!
