He was described as a "native Nebraskan" even though he was born in Corning, Iowa. Can you name this entertainer, and please explain how "native" doesn't mean "born in" anymore?

I can't explain how not being born in Nebraska could make one a *native Nebraskan*, unless his mother gave birth to him away from home while visiting Iowa. Your guess is as good as mine on that score.

Perhaps it has something to do with how long he lived in Nebraska, though I would agree with you on the "born in" meaning.
I know some people who where born in one state, moved while still children, and spent the rest of their lives in another state. By now, they belong more to their present residence than their birthplace. I was born in a hospital 30 miles away from my hometown, but I don't consider myself a native of that city.
