Why is the Turkish Lira being phased out?

Because it has become utterly worthless.
By the beginning of this year, the lira was trading at more than 2,000,000 to the pound sterling. It has been replaced by the new lira, which is worth 1,000,000 old liras. So a new lira is worth about 40p sterling or 75¢ in the US. The old lira remains legal tender till the end of 2005.

The French did a similar trick with the franc back in the late fifties.
