How many rings are referred to in the title of "The Lord of the Rings"?

The 20 Rings of Power are:
9 for Mortal Men, 7 for Dwarf Lords, 3 for Elven Kings, and 1 for the Dark Lord.
These are the Rings of Power made in the Second Age and concern the events of the Third Age.

7 for dwarfs (all either lost to dragons or recaptured by Sauron)
9 for men (who became the Nazgul)
3 for elves (originally given to Galadriel, Cirdan, and Gil-galad, but possessed eventually by Galadriel, Gandalf, and Elrond)
And of course the One Ring.
