Population of Canada = 32 million; population of USA = 280 million. Native or indigenous population of both countries is relatively small so USA wins easily.

The question asked about immigrants, not native or indigenous peoples. For instance, I was born in the United States, but I am neither Native American nor an immigrant, so you can't call everyone who isn't a Native American an immigrant. Regardless, if the population figures above are correct, the US has more immigrants than Canada has people.
The U.S. Census Bureau reports a record number of immigrants in the United States. Currently there are over 33 million, documented and undocumented immigrants in the country.

Largest number of immigrants in gross terms? Probably the US, whether we're talking just about legal immigrants or legal and illegal immigrants combined.
Largest proportion of immigrants within the population? Several possible contenders. Nationmaster.com gives foreign-born percentages for Australia, NZ, and Switzerland higher than the US, and has Luxembourg as the "winner". But their statistics don't cover the whole world, and countries near to the most troubled parts of Africa could be contenders.
