Currently, the country with the most strongly negative net migration rate is Dominica which, year on year is losing an average 16.11 people per thousand. At the opposite end of the spectrum is Singapore, which is showing a net growth of 25.76 per thousand. Check out your favourite destinations here:
I'm guessing however that you're thinking of the historical position. That's much less easy to answer though because many times in the past entire populations have moved from their own country (not always willingly).
