Harrison was the first presidential candidate to actively campaign for office in his bid to unseat the incumbent Martin Van Buren. This was known as the "Log Cabin Campaign" and was said to have been a spectacle of slogan and slander.

This link claims it to have been Harrison, but I do seem to recall reading recently that though Jefferson was loathe to campaign, in his desire to win the presidency in 1800 he politicked behind the scenes with state's electors for the job. I suppose that could be considered inactive campaigning.
