    		Billie Piper. She first topped the charts with "Because We Want To" at the grand age of 15.

    		Interesting one this. My first thoughts were Petula Clark, but she didn't have a hit until she was 20, Brenda Lee (never had a UK No 1), and Helen Shapiro who only had one No 1. Here's a reference to confirm Popsicle's answer, but don't bother with the link to the other page - it doesn't work.
