When, in England and Wales, is it legal for a bull to be in a field crossed by an unfenced public footpath?

All bulls up to 10 months old are allowed to be kept in fields in which there is public access, and certain breeds of bull, generally beef bulls, over 10 months old are allowed if there are also cows in the field. Dairy bulls are in general far more aggressive than beef bulls, and many dairy farmers use beef bulls in preference to dairy bulls to mate cows, especially heifers.
