What measured 10 cubits in diameter and 30 cubits in circumference, estimations that ignore pi?

I guess it might be more fair to say the measurements are rough attempts at pi, getting at least in the neighborhood of 3.14

The word "sea" is a mistranslation. A better word might be "basin" or "sink" or "bath" (Heb. "Kiyor"). It was made of copper and placed in the Temple/Tabernacle courtyard. Its function was to serve the priests for cleansing themselves. 10 cubits in diameter measure about 12-15 feet (3.7-5 meters) in modern day measurements.
It is unknown what the original measurements were for the basin used with the Tabernacle in the desert. The book of Exodus discusses most of the measurements for these things, along with other details, at great length, but no measurements were given in this case.
