I was in the gym and they had a Pink Panther music video on. I vaguely remember watching it in the 80s when I was a child, but I don't remember anything about what the show was about. Could he talk? All I remember is the theme music.

If you are refering to the cartoon, not the movies, then no he did not talk, he was very clever, and generally was always the victor.
The movies, on the other hand, were quite different. The Pink Panther was a clumsy French detective, he was always finding himself in hilarius situations, and he did talk.
The theme music "dead ant, dead ant, ...." was the same for both.

In the movies the Pink Panther was the diamond being stolen in the first movie. The French detective was called Inspector Jacques Clouseau ably played by the late Peter Sellers.
The cartoon character was created for the opening credits of "The Pink Panther" movie as a cool cat to dance to Mancini's legendary jazz theme. In his own TV series his path often seemed to cross with an ill-tempered big-nosed chap who liked things painted blue. There was no dialogue from either character, but his show also featured cartoons starring talking characters like The Inspector (similar to Clouseau), Crazy-Legs Crane and the Aardvark. The show had its own opening theme that started "Think of all the animals you ever heard about..." but had the Mancini theme running through the show itself.
