Who decides when Easter and Whitsun are celebrated?

For some reason it was decided that Easter should fall on the first Sunday following the first full moon following the 21st of March. Although apparently according to this site, it's even more complicated than that...

It could get more complicated than counting from the equinox?
Passover is usually started on the first full moon after the equinox (the 15th of the month of Nissan). However, in some (Jewish) years it actually turns out quite early when related tothe Gregorian calendar, and starts before the equinox. Either way it is always on the same Jewish date.
