Which is the easternmost city of Europe that is not in Russia?

Luhansk (formerly Lugansk/Voroshilovgrad) may be the easternost major city of Ukraine. But I still claim that a part of Kazakhstan west of the Ural river is in Europe, as the borderline between Europa and Asia is the Ural mountains and the Ural river. Therefore a city in Kazakhstan should be the easternmost city in Europe that is not in Russia. The easternmost city of Europe including Russia should probably be Vorkuta.
