Presumably in one of the last parts of the world to enter 2000. UTC-12 is used only by "ships at sea within 7.5° east of 180°", so it is unlikely that any babies were born there in the final hour of 2000. This leaves American Samoa, Midway Atoll and Niue on UTC-11. I suspect the last baby to be born in 1999 was born in one of these nations - and if not, in Alaska or Hawaii, both on UTC-10.
