It is known that the radioactive rays cannot go through lead layer. So, if I put a hand phone in a lead cylinder, then use another hand phone to call the first hand phone, will the first hand phone receive the signals and then rings?

It wouldn't even need to be lead. Almost any metal would shield the signal.

No, the lead would attenuate the radiation so that no siganl would be trasmitted. A metallic shield forms a Faraday cage which protects you from annoying things like being struck by lightning or getting calls from telemarketers.
