A phrase keeps coming to mind which goes something like "Woe to them who put house to house till there be no more land". It sounds like a Biblical verse, but I can't find anything like it in Google. Anyone got any suggestions?

Could be Isaiah Chapter 5, verse 8, which in the Authorised Version dispenses town planning advice thus:
"Woe unto them that join house to house, that lay field to field, till there be no place, that they may be placed alone in the midst of the earth! "

A more accurate translation would be: "Such is the sin of these - they build house upon house, plant field joint to field, until there isn't space, [so] they [you] shall be left alone in the land." The last clause of the verse is the punishment, not the cause of the sin.

Thanks guys, it was annoying me not being able to find the quote. Quite appropriate for today really in regard to habitat dstruction, deforestation, and general over-development!
